LGBT individuals are often forced to remain silent, to marry and procreate as part of their culture. This results in many victims being left to deal with their situation alone.

I guess the society as a whole defines its roles. America has always been individualistic, and the Bill of Rights embodies that individualism with proscriptions (no need to list them I think). So to me, society should stay out of issues that impinge on no one else's rights, particularly personal relationships and bedroom behavior.

But as to victims: The whole basis of that individualism is the protection of the rights of all. So if someone is victimized, society has an obligation to make the individual whole and to punish the wrongdoer. How that gets implemented with respect to sexual morays is a tough question. It would make a great thesis for someone studying Women's and Gender Studies.

Sometimes though you let yourself be a victim. Nobody is forcing me to procreate or be silent. And this gay man will NOT be silent nor will he procreate....at least not yet. I have no idea, gay men do have kids the "natural" way all the time still, but me personally I feel we have to work with what we already have instead of just adding more problems into the pool. But I'm a smart guy, notice how the smart ones are usually the ones holding back on the breeding?

Let those hets go at it all they want, it's no skin off my back! Besides when I'm in my 40s or so I'll have a nice little gay boy to take care of when he's 18, if you know what I mean!
