By the time someone would be finishing high school they'd be pretty much adults and as such get to be treated more like adults and that includes the choice to drop out of school.
Some people who aren't doing well in school probably shouldn't be there anyway for the simple reason that they wouldn't learn anything there anyway (for some people school actually is a waste of time) and would simply fail everything (and it probably wouldn't matter how much you help them either).
If someone would fail almost every subject they do at school they should probably be doing something else, whether it's a technical education, apprenticeship or job.

Elementary School has to go on to high school. I think it is because they want the lower citizens of the community to at least try high school, or have a basic primary education. Not many people fail kindy, but as i said before, they want people to know who to read and write. Some people don't want to get a job or anything like that, or go to Uni. I mean, if they made evryone do all of high school then it would be a bit mean, the board of edu would get sued or something. I think it's that, sorry if i'm wrong.

I agree it should be but when someone gets to a certain age they can make the determination if they want to quit school or not. It's very stupid. I don't know how one would go about changing that though.
