FSS stands for Fixed Service Satellite and BSS stands for Braodcasting Satellite Service, but the term Direct Broadcasting Satellite (DBS) is now more commonly used. The difference is that an FSS signal is distributed freely across the entire area covered by the satellite (which is geostationary, meaning that it remains over the same spot on the Earth at all times), while a DBS signal can only be received by a subscriber of the commercial service that provides it.
