What you can see is the planet Venus; not a star. And by the way, any person who tells you that the stars twinkle and the planets don't is talking utter twaddle. The reason stars twinkle is because of disturbances (turbulence) in the atmosphere; since the light from a planet has to come through the atmosphere also, the planets have their own tendency to twinkle too. When there's no apparent twinkling, it's because the object is so bright that the persistence of human vision means the light appears to be constant rather than intermittent.

Venus has always been known as the Morning Star (and hemispheres don't matter in east or west as it's the same on both sides - sun Always rises in the east and sets in the west) so it's probably that one.

It's a planet though, looking like a star (just like the "red star" which is the planet Mars) as it reflects the light of the sun.

Hope that helped.
