Aminoacetophenone is a base, where the amino nitrogen can be protonated, forming the ammonium salt with chloride as the counter ion, which makes it water-soluble. Since NaOH has no effect on it, it will not dissolve in a base-water solution.

Benzoic acid is deprotonated by hydroxide, forming sodium benzoate, which is water soluble as well.
