The Spotted Green Puffers are omnivores, though a large part of their diet is meaty foods. In their natural environment they will eat various invertebrates, crustaceans and mollusks, but they also eat some vegetation.They are not difficult to feed as they will usually eat a variety of flake, frozen, and live foods including shrimp, ghost shrimp (gut-loaded), bloodworms, freeze-dried krill, crabs, brine shrimp, and snails.
Did you try these varities apart from only dried blood worm ?
Apart from food, also do a generous weekly water change of 30% to 50% every week, which is the standard recommendation for a puffer aquarium, and keep the temp at 75° - 82° F (24 - 28°C).

Due to a common mistake, GSPs are usually kept in freshwater conditions, which are bad. GSPs are brackish water fish and need to be kept in such conditions. In the wild, they are born up river in freshwater, but as they get older they move down to more brackish conditions. The salt in the water is essential to there well-being. You have not given very much information, so I am just drawing conclusions on what is the most common problem with these fish. The unfortunate thing is that you just can't switch it to brackish water overnight, it is something that you have to do slowly over time.
It is true, that GSPs do need to eat snails to keep their teeth from over-growing. If you have had your fish for a long time and have not been giving it snails, then perhaps it's beak is overgrown and it can't open it's mouth enough to get to the food. Have you observed it opening it's mouth?

If you don't have the fish in brackish conditions and can't do this, I would suggest finding someone who can and give the fish to them. It would be best for it's health.

I hope you have been feeding him with snails at least once a week, which is a must for a puffers teeth
If you don't do that, their teeth will grow to long, and they won't be able to take any food any more

I fed him guppy fry and he loved to stalk and eat them. You should also try frozen blood worms instead of the dry ones, they are much more appealing
