No, "that" can be a couple of things, depending on how it's used, but it's never used as a linking verb (or a verb of any kind).

No... linking verbs are words like " is" " are", "were". They link two wrods togeher that mean almost the same.

EX; Susan is my sister. ( Susan and sister are the same)
