So, if his being a narc is a problem in your life, what kind of life do you really think the rest of his department, not to mention other departments like traffic, will leave for you if you expose him?
Besides, if you are a dealer of drugs to children, you need somebody to narc on you!
I do have a question. If your opinion of police is they are "pigs", who do you call if you are robbed, assaulted, or whatever?

I would be more than happy to have a narcotics officer live next door to me. They are brave people who put themselves out there where they are really exposed to danger to protect our children from the vile drug dealers in our midst.
Why would anyone wish to do harm to such heroes?

Why would you? If you expose him and he is hurt or worse you could be criminally liable.

Yes you can. If a person is in public than you can take their picture and you own the rights to the picture. The rights to a picture go to the party that took the picture not the person or persons in the picture.
