The reason why it is called that is because it is the interwar period between WWI and WWII where dictators start to pop up all over the place (i.e. Stalin, Hitler, Mussolini). This was due to not only the first world war but the Great Depression as well as other factors (Russia was moving from a dysfunctional monarchy to a Communist nation).

I would suggest going to a library and picking up the book "Between Two Fires" by David Clay Large. This explains the interwar period quite nicely.

Mussolini rose to power in Italy, creating a fascist dictatorship. Hitler rose to power in Germany, creating a fascist dictatorship. Stalin rose to power in Russia, another dictatorship. Japan was already a dictatorship under its emperor.

The only thing I can think about , it's because those years is when Stalin Hitler and Mussolini got into power
