Sure. There is no rule against this. Your dad remembers George Blanda who was a quarterback and became more of a kicker (with occasional back up quarterbacking). This doesn't happen very often, but it can be worked out between the player and the coach anytime it seems to fit. Look at Deon Sanders in more recent years since Blanda was probably before you were born - in the 60s. Neon Deon was used for wide receiver, defensive back, kick returner and various combinations of these during his career. The Pittsburgh quarterback known as "Slash" because he could play so many offensive positions - I'm blanking on his name at the moment - I'll bet your dad knows. He did not make it as the starting quarterback, and I don't know what happened to him. This was just a few years ago. He was a great athlete.

If a player wants to switch positions, it is not a problem. Now days with the talent that most players come into the league with, position changes are not that uncommon. It all depends on where there is an open slot on the team and how talented the player is. Some recent position changes are Devin Hester of the Bears switched from CB to WR, not a huge change but a change. Also Korey Hall of the Packers, was drafted as a LB, but since there was no room on the LB squad, he learned to play FB and is now their starting FB. Position changes aren't as uncommon as you may think.

Players can request position changes,that doesn't mean they will get it,if a player's skill begins to decline,they will simply replace him with a younger person,what some teams will do is use certain players that have been productive through out their careers,shorter game time,or only go in on certain situations,but that's all up to management

If you don't want any "smart aleck answers," don't ask stupid questions.
A policy? Maybe a law? A player can ask whatever he wants, but he'll get it ONLY if it's good for the team. There's no law against asking.
Running back to wide receiver? Why not to a kicker, much less contact.

If a player has enough bargaining power, he can. Usually, though, it is probobly the team deciding to switch the position.
