The mail should be forwarded on postage due as long as there is some postage on it. As for why you have not received it... it could be because they can't read the address. Sometimes people use markers to address an envelope and in the rain the marker runs and the address can no longer be read. Or they may have handwriting that is hard to read. I recommend you check with the local post office.

It will be delivered postage due - the recipient will need to pay the extra 2 cents. I've had the mailman collect postage due on occasion (although very rarely)
