An exato knife, with a sharp blade will do the trick. You may have to make several passes.

H-Brinda gives the soundest answer so far.

For cutting ACROSS, use an Xacto knife or a razor-saw. With the knife, make several shallow cuts, and ALWAYS wear safety glasses (I've hit my glasses with MANY chipped #11 Xacto knife blade tips).

For "ripping" or cutting the sticks length-wise... use a steel or plastic straight edge to guide your Xacto knife.

A "razor" saw and mitre box can be picked-up from almost any GOOD hobby shop for about $15-30 USD. I use mine constantly on projects with popsicle-sticks, balsa, bass-wood, and styrene plastic. Here is a link to a sample of the saw: http://www.a2zhobbies.com/Xacto/Saws/XAC-75350.html

You can also use a box-cutter, but you'll have FAR less control.

GOOD LUCK !!

Two methods:
Cutting with a sharp knife, which may slightly compress the cut end or edge
Cutting with a *fine* saw, which loses some of the wood (the width of the kerf)

Double-score and break may leave splinters and isn't likely to suffice if you need to make the pieces narrower rather than just shorter.
