The source I heard this from, his reasoning is that there is no oxygen underwater, so the boots (or any other articles left over from the wreck), can't oxidize and ruin. This is also why dumping waste into the sea won't work, because it won't decompose. How true is this?

Yes, Tanned leather is preserved as it is not eaten by organisms living at the bottom. There are photos of pairs of shoes at the Titanic wreck site, these shoes were once filled by persons whose flesh and bones have long since been eaten away.

Oxygen content is low at depth so rapid chemical oxidation (rusting) is prevented / slowed. Other forms of corrosion and decomposition (Biological) do take place. The Titanic is slowly being eaten away by growths covering the hull. This anerobic (no / low oxygen) activity just takes longer.

It is somewhat true but the ocean is still no0t a dumping ground for waist stuff.
