He had a tow truck waiting to take his car, the officer said no, and used the tow truck that he had called for, so my dad said ok, the cars not worth it, you keep it. So anyways now we get a letter that we owe over 2000 dollars for the car, and they have a Lien Deficiency , meaning i guess the sold the car and the amount it sold for wasnt enough to cover the costs. The towing company is asking for IMMEDIATE PAYMENT , payment in full for some 2000 dolalrs, and im thinking this is BS, i was going to disreguard this letter because it seems like a threat just to get some money, any advice?

Unfortunately your father did not follow through - he simply abandoned the car on the towing company. They followed state law and stored the vehicle until they could sell it and collected for the amount still due.

Had he gone in and paid the towing charges that day and given the towing company the title to the car I'm sure they would have taken it and closed out the call.

A towing company cannot simply "disappear" a car that is abandoned on them. They are responsible for the vehicle until they follow the legal procedures to get title to it and dispose of it. All of this costs money - considerably more than the value of a junk, wrecked car.

If someone put a lien against the vehicle, this may be seperate from the vehicle payment or the car itself. The company I work for puts liens against property, whether it is a house or a car to force people to pay debts. The lien is usually realized when that person goes to sell the car/house etc. and it could be years old. In some cases the debt may have been payed but the lien wasn't dissolved. You might want to do some research for past collection companies etc.

Was the car insured? If so, It should have taken care of the tow and any other expenses such as paying off the vehicle if it was totaled. There are some missing elements to the story. Whatever you do, do not ignore the letter.
