I don't know about 80° but they do need a sea surface temperature in excess of 26°C. The warm water produces a lot of evaporation. A great deal of heat is needed to evaporate the water. The heat used to change the state from a liquid to a gas is called latent heat.

They can form with water temperatures a bit cooler, but they need that warm water in order to have sufficient heat content in the adjacent air to develop. Tropical cyclones derive their energy from condensation of water vapor, and the warmer the waters, generally the more vapor content for "fuel".
