13 is considered unlucky because of the last supper. 13 people, then Jesus was dead. That is one of the only reasons it's considered unlucky. So, for house having 13 stairs? I wonder why they think it's unlucky if the UK is more secular.

at one time carpenters who built stair units whether they were for homes of gallows worked under a standard that 1 flight of stairs consisted of 12 steps and the floor, making the 13th "step". A man walking to his hangman's noose by legal repentance dreaded climbing the 13 stairs to the gallows.

It's not just in the UK - houses in the US are like that too.
I can give you the answer but it won't be technical. It has to do with how the average person steps and the angles involved in the average staircase.

In my Grans house she has 13 stairs, 13 windows and 13 doors!! Very creepy!! I won't go over if no-one is in the house!!
