First of all, the NUM LOCK is disabled by default, meaning off.

If you want your NUM LOCK key to turn on automatically at system start up, you need to edit the registry of your computer to change it's status to enabled.

To do that, click your START button then type "regedit" in RUN option then press Enter for next.

Here locate the location to:

HKEY_USERS\.Default\Control Panel\Keyboard

Here in right side panel, double click on the value InitialKeyboardIndicators then change its value data from 0 to 2.

Then close the registry editor and restart your computer.

the num-lock key turns off when your computer turns off because that's how the computer's bios is set

you can fix this by going into your computer's bios by pressing whatever button it tells you to press (usually F12) when you boot your computer (it may be hard to see)

afterwards, you use the arrow keys and the enter button to try to find the place where you can change whether the num-lock key is on or not

Num lock is usually turned on at startup. there is usually a setting in the BIOS.
