Even if she swims down she floats back up to the top.

Like copperhead said it sounds like Swim Bladder Disorder. It usually happens with overfeeding. I had a male that had it once and recovered nicely. I fed him a shelled pea cut in quarters then I fasted him for a few days. Most of the time this will clear up after the fish has a bowel movement. To prevent Swim bladder disorder always feed your Betta a varied diet that consists of blood worms, flakes or pellets made for Betta's and brine shrimp. Use the flake or pellets as their regular diet and supplement the blood worms and shrimp as a treat.

It sounds as though she's got a swim bladder problem. This usually is the result of overfeeding or a bacterial infection. Try feeding her a piece of a cooked green pea with the skin removed if she'll eat it - this acts like fiber and pushes the food through her digestive tract so it comes out sooner. If she doesn't seem better in a few days, treat with a broad-spectrum antibiotic.
