The waves will be 2-3 feet high with a dominate period of 8 seconds. What is this dominate period? What does that mean?

It is the time period from one wave to the next wave, most weather radios call them intervals.

The dominate period is the time for the major swells to move past a point. If the swell maximum is at a point at a given time, the next swell's maximum will be at that point in the dominate period.
