Ive been looking all over, an even in the Almanac for when the waxing phase of the moon begins, I cant find anything. Can anyone tell me?

The phases of the Moon are the same everywhere in the world, so where you live is irrelevant. The waxing phase begins at New Moon and ends at Full Moon, whereupon it becomes a waning Moon. New Moon this month was on September 11, so the Moon will be waxing from then until Full Moon on September 26, when it will start to wane.

It starts at the same time it does everywhere else on this planet... Just after New Moon.
It doesn't matter if you're on the east coast, west coast, Zimbabwe, or Xanadu.
The waxing phase occurs when the Moon appears to follow the Sun's apparent motion in the sky. It can be visible (in its first few hours of the 'waxing' phase) just at or after sunset in the West.

The waxing phase begins at new moon and ends at full moon. Those moments are the same all over the earth.
