i know a flash banner is created with Flash, but isn't that animated I'm not so sure between the differences in the two. Would the animated banner be just picture after picture? I don't know please some one explain this to me. If its a dumb question then I apologize for my ignorance. (well not really but thanks for the help)

so if I do a banner with flash then convert it to gif that makes it an animated banner instead of flash banner?

Not dumb, animated banner use GIF file. This type of file can store and show picture sequentially.
An other method to create an animated banner is use dynamic (on the fly) file generation.

Of course if you convert as gif file this is an animated banner.

An animated gif banner can be more than just pictures switching. You can use effects in between the different pictures etc. A flash banner is animated as well but is actually a movie. Transition possibilities are virtually endless with flash. Depending on the number of pictures you plan to use a flash banner may be a better fit. A gif can become rather large in size and load slowly for some users where as flash will be faster. If you are new to flash and wanting to create a banner I recommend a program that has built in effects such as Trendy Falsh Intro or SwishMax for starters.

animated is short for "ANIMATED GIF" (as opposed to a still image GIF) which is a banner that is just frame after frame.

A flash banner on the other hand may be interactive and contain animation as in moving pictures, but can also work with the user.

(Although you can use javascript to make a GIF interact with the user, but you might need more than one.)

An animated banner is what it says it is... a banner that it animated. A flash banner is an animated banner created with the application Adobe Flash. It is possible to create an animated banner with other applications.

For IE: click on methods / Pop Up blocker / Pop Up blocker settings / you are able to set filter out point to intense and it will block extraordinarily lots all Pop-Up's, it quite is the way I even have mine set each and all of the time.
