That's an easy one....it's called a crackle finish!

Crazed-finish or Crackle-finish... That Sherwin-Williams link is great.

You can also do it by using a coat of Elmer's white glue or Liquitex Matte Medium over the bottom-coat, allow an hour or two to dry, paint the over-coat, and then use a heat-gun or hair dryer to "over-accelerate" the drying process. That will crackle the finish.

ALWAYS PRACTICE on a bit of similar material before you do it on your final product.

The others are correct - it's either called crackle or craze and Decoart do a good crackle medium.
