By "Not ovulating" do you mean a female who has anovulatory cycles (meaning they never ovulate) or do you mean a female who ovulates every month but is not currently ovulating at the time?
If a woman is having an anovulatory cycle or always has anovulatory cycle, they cannot get pregnant. No release of an egg= no chance for a sperm and egg to meet.
If a woman is just not currently ovulating, the answer is yes and no. =)
Sperm can live for up to 5 days, so if she is not currently ovulating but will ovulate in the next 5 days, yes there is a chance of becoming pregnant even though she is not currently ovulating because the sperm will still go up to the fallopian tube and "wait" for the egg to release.

If she is not ovulating at all then NO. ( no egg = no baby )
If she is just not ovulating at the time she has sex. Then yes there is a chance.

Yes, if she has sex a few days before or up until she ovulates, there's a chance the sperm stayed alive long enough to ferilize the egg.

nicely I won't state the evident, lol....... yet different approaches are to take a ovulation attempt to be sure once you're maximum fertile and then once you have sexual intercourse it would desire to be an previous better halves tale, yet carry your legs up in the air for half-hour.
