It's 0.009, ...just move the decimal point two places to the left.
Normally when converting a % with a whole number (i.e. 1, 2, 3, etc. with no decimal point) you'd drop the percent and divide by 100, or another way is simply replace the % with a decimal point and move it to the left two places. Either way you get the same result.
So if you had 7% it would be 7/100 or 0.07 when converted to a decimal place.
If the % already has a decimal point, such as the 0.9% you mention, then all you have to do is move the existing decimal point two places to the left to convert the percentage to a standard decimal number.

To change percent into a decimal, simply move the decimal point 2 places to the left. So 0.9% would turn into .009
Another example is that 90% would become 0.9
Conversely, to change a decimal to a percent, move the decimal point 2 places to the right. For example, 0.358 would turn into 35.8%, and 0.0091 would turn into 0.91%
