It's when an object stands for something else:

Examples: a light bulb symbolizes an idea, an eagle symbolizes freedom, a rainbow symbolizes gay rights, etc.

Symbolic means that something (e.g. American Eagle or British Lion) stands for something quite different and much more important than the symbol - a bird and an animal in this example - itself. Logos are a contemporary type of symbols. A more poetic example would be the use of "heart", an organ, for "love", an emotion.
