You will need a footer of poured concrete with two pieces of rebar. Next you will need a foundation wall three feet high 6” of which is above ground. If you are building it yourself you can use 8” cinder block filled with grout. You will need to pour a slab as well which will probably be 4” of concrete with 6” wire mesh over 2” gravel over leveled earth. Use a 4-mil plastic vapor barrier below the slab.

I think you can get away with three courses of standard cinder block, set on about a 6" deep by 12" wide footing (filled with grout and rebar, of course), with the top course of blocks being above grade.

You'll also want to set some foundation bolts into the grout every two feet or so for securing the frame to the foundation while the grout is wet. Otherwise, you'll be drilling holes in the set concrete and epoxying the bolts into the grout.

I also don't think you'll need a slab. Just dig out some of the dirt inside the foundation and use ties to secure 2x8 floor joists every 16 inches. Then cover it with a 3/4-inch subfloor and you're good to go

Most concrete foundations that have footings at least 30" below finished grade will work. But, you also need to know the soil bearing pressure (how much weight the soil will hold), on which walls the roof load is bearing on, and the snow loads for your area. Check your local building authority and they might have some answers for your project. Another way to check is to find similar sized buildings in your area and see what foundations they used. And of course you can always hire a structural engineer to be certain. Some building codes require an engineered foundation.

I do not fault the average Muslim for things that are done within the "religion of peace". That being said, Islam is a man-made religion of conquest; either by conversion or force. Erecting a mosque near the site where Islamic radicals brought so much destruction is offensive, brazen, and completely heartless. Even if those involved somehow have "good intentions"...the insensitivity involved is mind-boggling. Edit: Ironic that we have convinced ourselves (via "political-correctness") that we dare not publicly question these things. Instead, we speak in a manner so that we "don't offend" others. This was the same type of "affliction" that the Apostle Paul talked about: 2 Corinthians 11:20 "In fact, you even put up with anyone who enslaves you or exploits you or takes advantage of you or pushes himself forward or slaps you in the face." As Paul pointed out; that isn't "wisdom", that's just plain stupidity....

just level out the block with a bobcat and pour a concrete slab about 100 mm thick. you dont need a foundation for a shed a slab will do.
