First I would suggest increasing the education of current educational instructors and abolishing tenure. Then I would ask for the removal of all minors who decline to absorb instructions and retain only those who show inclination to succeed. Alter instructions to reflect current and relevant workplace needs and prepare said minors to assume those responsibilities at a future date; and then partition revenue to allow that attainment. Restrict education to those native born; and reduce the burden upon those who chronologically have not attended for numerous decades. Success can be measured by the increased revenue to the coffers of the government. Problem solved.
