Toluene. It's not as toxic as benzene, and it doesn't dissoilve cadmium nitrate.

You don't really want to use a solvent. i.e. you want a liquid which doesn't dissolve the salt or react with it. so don't use water, alcohol, acetone or ethyl acetate.
Something non polar should do, like toluene
