A small burn does not require cutting a square out of the carpet and trying to patch it -- you will never get the wear and color to match from a patch.
Instead, cut the burned fibers down to the very roots with sharp scissors. Get the glued-down ends if you can.
From the edge near a wall or in a closet, pull out a few fibers. Don't cut them out, because you want to keep the folded/glued part as intact as possible.
Using a glue gun, put some glue into the burn-hole, and stick the replacement fibers in place. Use a pencil point to push the folded/glued part of the fiber as deep into the burlap backing as you can. Let it dry for a couple of hours, and fluff the fibers. If the patch is a little longer than the area, trim them down a little -- but wait until it's completely dry so you don't pull out the patch.

Some suggest using a razor to very carefully remove the burned portion.

I would snip it, scrub it, cut a piece out of a closet, and glue it in. Then I'd cover it with a throw rug.
