Usually not, though it really depends on the positions they hold and for how long. Most state employees (including elected officials) do not pay into social security, but pay into a state public employee pension plan and receive benefits from it. Congressional members with 5 years of service are eligible for the congressional pension plan.

No,they get a whole different pension plan. If they've ever served in Congress or as President, they get a pension, even if it was only one term.
