XP and Vista both have software that will handle WiFi but the computer must have the WiFi hardware for it to work. If it doesn't there are cards you can buy.

In and of itself, no. However, if you install a wireless adapter on your computer (presuming it doesn't already have one) then XP is able to configure it and connect to a network fairly easily.

It's not the WinXP but the WiFi card in your Computer, you have to configure it in XP and you'll be connected WiFi.
