Sounds like fungus, use less water.

that white mouldy stuff is mould. Scrap it off and get rid of the top layer of soil too. Then add some nice fresh potting compost instead. Remember plants don't need much watering in the winter. The mould has probably grown because the soil is not getting a chance to dry out ever. Or it could be salts leaching out of the soil. Same treatment. In the spring you might want to re-pot the plant, give it a bit of feed and it should do well. Also use potting compost rather than dirt from the garden. Soil from the garden is cheaper but the shop bought stuff has had all the moulds and other invaders eradicated.

It's either mildew, or salts and minerals from the water you're using to water the plants.

Try using peat moss or wood chips as a mulch on top of the soil. The white stuff is harmless (it won't kill your plant or anything) and at least you won't have to look at it. If you really want to just get rid of it, repot your plants.
