and if it didn't overcome it all fully by now... How long would it take for Lebanon to get back as before and better?!

I think you need to rephrase the question and ask: when will Lebanon recover?
There are not only ruined areas of Beirut from last summers war, there are still large swaths of land that still lie in ruins from the 1975 civil war, entire neighborhoods that have had their electricity and plumbing cut off for more than 20 years, etc. Big problems in that country.

If the people and the Government want to repair it , it will not take a month.
But as the situation never change , I think it will take long time.
