Actually it IS NOT 12:00 pm. The sun is always at it's highest point at around 3:00 PM. The old westerns led people to believe it was 12:00 PM but they were not accurate.
3:00 PM is also known as the hottest time of the day.
Unfortunately, even only dictionaries and wikipedia get it wrong.

Before I became a responsible adult I was nearly always high by noon so I'll take *high noon* just for the good old days!

When the Sun is at its highest point in the sky. (Note: If you live inside of the arctic or antarctic circle, the phrase has no meaning for about half of the year)
