I wasn't paying attention in school and I need the answer so I can hand in my homework!

Because the Bill of Rights is the most basic of laws we have. Everything goes by it and when they try to come out with a new law, if it violates any part of the Constitution, then the law will not pass.

The Bill of Rights over-rides any considerations of law, only another constitutional amendment could change them.

the bill of rights are ur rights so u should probally kno what ur rights are before the law...i dunno u should have payed attention
