I'm pretty sure they shouldn't be, yet I run across this pretty often and I'm beginning to doubt my own perceptions on it...

proper English, no

but I remember years ago in black books and magazines the editors would note that black is capitalized to give emphasis and to promote pride

white would also be capitalized for fairness

in fact, many times i do this myself, from this late 1970s early 1980s tradition, but if i do I always capitalize white too

No, they shouldn't but Euro-American and African-American are capitalized.

I do because it's a name of a
Race of people.

no bc the proper terminology would be caucasian or african and both would be capitalized.
