what does this timing specification mean, 10 derees

It means that the electricity sent to the spark plugs should go off 10 degress before the piston inside the cylinder gets to Top Dead Center (TDC).

Theoretically, if everything in the world could happen instantly, you would want the spark plug to "fire" when the piston is at the highest compression point or TDC.

However, since things aren't instanteous, typically the electricity to generate the spark by the spark plug needs to be sent at some point before the piston reaches TDC. The number of degrees before TDC to fire the spark plug has a lot to do with the head design, shape of the top of the piston, etc.

If on a flywheel about 2inches before top dead centre , if on a front pulley about half inch btdc

is it 10 degrees before top dead centre (B.T.D.C.)
This is the firing stroke.
