A is the correct sentence. Just in case you want to know why, it's because it has a comma between bright and shiny.
B doesn't have the comma
C has the comma in the wrong place

an easy thing to remember its that if you can interchange two adjectives, there should be a comma inbetween. You coudl say "The living room is painted a shiny, bright red."
