If you mean that there has been a criminal act committed by this company, you can contact your attorney general's office. If you believe the activity, although not criminal, was ethical, then you can determine who regulates this business and file a complaint.

I would first contact your state's Attorney General's office and go from there. The FTC may also ultimately get involved.

If you are in the US, contact your state's consumer protection bureau. If there is none, contact your state's Attorney General.

I don't know - I was taken by the Greenzap site and got no formal address nor email to make a complaint. Hope your losses can be recouperated.
