Begging for handouts.

That runs the gambit from beggers on the street, to the windshield washer guys, to the guitar player with a money hat in the subway to the guy with the 'please help' sign at the interstate exit.

Normally considered asking or begging for money in a public area. If you do it on private property, a charge of trespassing could be added.
