No they are diffrent NCAA is fatter and NFL is longer.

the_wise_man is correct. The college ball is larger around than the ball the NFL uses. You should be able to tell if you compare NCAA approved balls and NFL approved balls at a sporting goods store.

I believe they are slightly different. I was at a kicking camp one summer and the kicker for Oregon State (serna) was there and Ryan Klein (use to be kicker for USC, was trying out with Detroit Lions) and I think they both brought balls and they were different. Exact dimensions I dont know though but they are different.

Yes. The only difference is rules allowing warming up kicking balls.
