multiply by the 4 that is outside the bracket:-
28 - 4x is the answer.

I see no reason why it wouldn't be an expression.

To simplify it, use the distributive property. You can tell that you use the distributive property by the format of the equation.
Anything that multiplies a number into (other + numbers) in that format is a distributive problem.

just multiply 4 into each of the term and get

-4x+28

You can either write it as
