Buy a domain name and a hosting package then learn XHTML, CSS, Javascript, PHP, MySql, Flash, ActionScript. With those tools you can create pretty much any website you can think up.
Seriously though there are many free tutorials out there to learn how to code and a few free hosts as well as some good what you see is what you get editors available. Once you start to learn you may find that there is a never ending supply of new better and more efficient ways to achieve your desired results. For me it was a life long commitment to learning all I can about how to build and develop better websites.

Buy a domain, rent a server (less than 100$/year).
And, please, don´t use any "Web Editors" like Dreamweaver: they make crap code you can't maintain.
