it depends on the engine make and model, normally 60 thousands oversize, I have seen alot of 350 chevy's bored 80 over with no negative side effects. I have see race engines bored even farther and then the water jackets were partially filled with concrete to reinforce them

If you are asking about a cast iron block engine - usually .060 inch (1.5 mm) is as far as you can go. the cylinder walls are only about .150 inch thick to begin with and they will get too thin if you go more. you also have to consider head gasket sealing area and have pistons to fit.
