My ideal government would be one that:
1. Maintains law and order, and punishes, on our behalf, the people who break our laws.
2. Maintains our sovereignty by monitoring our borders to ensure that those who have no legal cause to do so, do not enter the country.
3. Maintains the security of our nation from all enemies.
4. If it's not in the constitution, they don't do it.

When I lived in Massachusetts, I participated in the only form of direct democracy left in America: The local town council meeting. Anything else leaves much to be desired. However, some form a Proportional Representation would be nice, and more effective.

If humanity was perfect, we wouldn't need government, so I would say a communal anarchy, where there is no "government" and everyone works together.
But, humanity isn't perfect, so this won't actually work, just would be nice if it did.

The people can come together to address major problems and solve minor problems on their own.
All that history has proven is that all gov'ts end up with too much control and all gov'ts end up creating or helping a class based society where the lower classes are unable to really make changes.
