You don't have administrative priviliges to do the task you are trying to do.

Whoever logs in as the administrator has the ability to restrict actions on any user of that pc whether its installing a new program , going on the internet,using the printer, acccessing certain web sites or even viewing web history

That tells you that whoever owns the computer has limited you to a non-administrator. Talk to him or her.

What you do is considered a breach of security; computer recognizes security level by which account it is logged in and this current account has low security clearance to do what you asked.
