is this for a story - they are allowed free blood at a morgue coz it saves the undertakers time
they are allowed free blood of any dead animal found on side of road if not owned
they are allowed free blood of people who died and have signed a vampire donor card

there is a strange disease, where there is too much iron in your blood, and one of the treatments is to use LEECHES -
yes - in the 20 th and i assume 21st century.
Anyway, the leeches do what leeches do - suck blood out of people, in this case to reduce the amount of iron in the blood.
Vampires could do this. I would MUCH prefer a vampire to a leech, personally. Vampires could even be paid for doing this.

If one is courting them for an endorsement/business deal, then, like corporate meals/drinks/entertainment, it is paid by the one pursuing the deal.
Similarly, say a goth club wants to entice local vampires to attend (thus boosting their prestige and attendence in those circles), they might offer free blood to such vampires.
hypothetically speaking, of course. ;)

yer they should because you have to pay for milk so why not blood.
