Pirate Flags have been used by many groups, Including people who are proud to say they are descended from pirates.
Bike gangs world over have used pirate flags.
People might just like the look of the flags.
Who was at the hotel, were they holding an event. Is there another Pirate film coming out, or getting made

Several pirates apparently used this design or a variant of it. I have seen a suggestion that the skeleton on Blackbeard's flag is supposed to be skewering a heart with one hand and drinking to the devil from the glass in the other - however the glass may just be a clumsy drawing of the hourglass (a way of measuring time with sand falling between two glass bulbs - like an egg timer, but bigger) that the skeleton usually held, probably to indicate that time was running out for the crew under attack. The black flag was supposed to be hoisted by pirate crews to indicate that they would spare the lives of anyone who surrendered, while raising a red one indicated that they would give no quarter.

It is probably a sign of people who think of themselves as free-booters. The flag itself was a psychological weapon. The skull and crossbones design first appeared around 1700 in the Caribbean.
One of the Folktales is of a Ship's Captain that did not heave to at a pirate's order. When captured he was tied to the bow of the pirate ship until he died and began to fall apart. His bones were then piled on a small platform on the bow with the skull on the top, in warning to all other Captains. When the bones themselves disintegrated, a flag representing them was conceived.

Um I think solid red means no mercy...When chasing another ship, I think they flew white flags. If the ship didn't slow down and give up, the red flag went up.Also, most times, the pirates would carry flags of different country, flying whichever flag they thought would get them closest to the next victim. Of course, theres always the jolly roger, which was made to scare people.

Not sure what that meant, but the skull and cross bones used to be a Christian symbol of mortality and was often used on Christian headstones. There is a theory that the templar fleet used it as their flag when the Templars were suppressed in the 1300's and that from there it was associated with pirates.
