No, he is a con artist. He is founder and director of Generation Investment Management Corporation that is set up to receive 'carbon payments' and he has been trying for 20 years to get Congress to make laws that would force us to pay a tax that would go to his investors' group.
Regarding Iraq - Gore promised in his election campaign to 'finish the job' where Clinton had failed to eliminate Saddam's regime (Iraq Liberation Act, 1998). Lieberman made it clear they were going to send in the tanks without wasting time talking to the UN, since the authority already existed to do so. Once a Republican was elected - the lying Democrats including Gore all pretended that they had NOT made the decision to commit our nation to that path.
And Gore does not seem any more determined to defend our border from illegal invasion.
So, the answer is no.

Well, we certainly wouldn't be at war if Foul Spore was Pres., we'd have bombings here in the States every week, but we wouldn't be at war.

Better as bush? As in - he is a great tree hugger? YES, he is. But he is also a hypocrite who wants us to carpool then flies around on his private jets. He wants us to turn our thermostats down but has huge mansions with incredible heating and air conditioning bills... hypocrite.
Would he have been a better President? We will never know but I think it unlikely.
