Originally I was going to go with Trent Green, but looking at whose there I figured I'd get a 2nd opinion.
Trent Green
Derek Anderson
Jeff Garcia
Josh McCown
Steve McNair
Note: Whoever I pick up will be the number three guy on the bench as security. He won't start.

For everyone questioning it...
We start two quarterbacks. I only have two. I have an empty roster spot. I want a reliable backup that I can start if one of my starters goes down or if I see a potenial favorable matchup.
Looks like I'm going to go with Garcia.

first off you need to check your quarterbacks and match up any bye weeks with these free agents....if the bye weeks are the same then obviously rule them out.
Out of the 5 Jeff Garcia week to week will give you the best and consistant numbers.
Trent green is still having a little trouble adjusting to his new offense and im sure that concussion is still lingering in the back of his mind. he hasnt been the same since
Derek Anderson may be a viable pick up and from the looks of it he may have the biggest payout YET week to week he will be hit or miss. you can expect 30 pt games from him one week then 4 pt games the next week. As soon as the Browns play the Patriots(last of the tough defensive teams on their schedule), Brady Quinn will take over as starter.
JaMarcus Russell will take over soon or later this season and i never trusted McCown.
I love McNair because hes tough but he is often banged up...skip him
Garcia is another injury prone player but he's proved he is a legit starting quarterback. He broke a few records that Young and Montana couldnt do, He sucked in Cleveland,(who could of won with that team at that time?)Did good in Detroit with what he had to work with, He carried Philly on his own back last year and now he will be a consistant QB in Tampa with a great relationship with Galloway.
not to mention he will give you those valuable points from rushing yards(i assume you get 1 pt per 10 yards rushing)
Stick with Garcia.

I guess the first question that I would really ask is why would you worry about storing two back up QB's on your bench. I assume you play 1 QB per week. You are better off by storing as many RB's and WR's on your bench, because you play 2 to 4 of those each week and the bye weeks will be here in two weeks. That being said, if your really need to store yet another QB whom you most likely will never play, I would choose Garcia hands down.
Did you know this about Garcia? Throwing out his seasons in Cleveland and Detroit, Jeff Garcia (in a West Coast offense) has 147 total touchdowns in 82 games. His career
completion percentage is 60 percent.
Philly wasn't a fluke as it is a West coast offense and Tampa plays a version of West Coast offense as well. And look at Tampa's schedule. Pretty easy against the pass. They have one of the softest schedules in terms of facing defenses in teh league, as far as I am concerned. And look at week 14-16 (your playoffs I assume). Detroit, Atlanta, and SF - just what the doctor ordered if you need to start him during the playoffs. Again, that is pre-season rankings on D I am considering. SF actually looks like their D is getting better. But we will see if they can last the whole season.
so, I don't think Garcia's week 2 performance is a fluke. Neither do I think Green's is a fluke - I just don't like anyone in Miami yet to be honest. Anderson, well, he won't face the Bengals every week. McCown - you seriously going to trust any Raider not named Jordon at this point? And Baltimore Offense is struggling a long and McNair has a pulled hammy or whatever every year.
Go with history (west coast offense history), go with a soft def schedule... Go Garcia.....if you must....

Derek Anderson - fluke week
who are your other QBs? You need to check to see when their bye week is, then look into who's playing who when your starting QB has a bye week.
For instance if your starting QB has week x off, check the other matchups for week x. Garcia could be playing a really tight defense. McCown could be playing a shaky defense.... Use the matchups that look the best to cover up your bye weeks.

Derek Anderson.
You might as well grab him and see if he will follow up in the next few weeks. I don't see any of the others getting grabbed off waivers, so even if you change your mind, the rest might still be there to pick up later. Anderson is going to be a hot grab this week in a lot of deeper leagues like yours.

I'd go with Green or Garcia. I think Green is more likely to get banged up than Garcia is.

Why do you need any of those guys? Take a wide receiver or back.
If you're not starting two QB's you don't need 3.
